The Rule for Implementing Punishments in the Sacred City of Mecca / Ali F. D. Al-Serebati
There is a disagreement among Muslim scholars concerning the legality of implementing punishments in the sacred city of Mecca. While some believe that the sacred city enjoys particularity thatprevents the execution of any punishment in its area, others think that the particularity of the sacred city prevents only some but not all kinds of punishments from being carried out in its confines. Still other scholars do not see any particularity of the sacred city which prevents the implementing of any sort of punishments. This paper deals with these different views presenting their discussion and proofs. The paper concludes with a summary of the most important results of the study.
